Collaborative development of a policy library
The AIM proposal involves inviting all Australian voices groups to participate in the development and maintenance of a policy library from which both voices groups and candidates can borrow, adapt and adopt as they see fit. The policy library will deal primarily with “big picture” issues of state, national and international relevance. Individual voices groups and candidates will naturally also have their own policies dealing with local issues, priorities and preferences.
Three Tests
Unlike values, where there is a “Must Have” list of values that participants in the mosaic are obliged to agree to and uphold, the logical standard of “Values alignment without uniformity. Coordination without control” requires more freedom in respect of the proposed policy framework. The three tests that apply are:
- Rationality: policies must be consistent with the best available evidence
- Consistency: policies must be consistent with the “Must Have” values
- Relevance: groups and candidates are free to only adopt or campaign on policies that are relevant to their community
